Here is a completely subjective and politically incorrect assessment of general English proficiency in Cebu. You'll come across a broad range of English ability, from completely fluent - elite Cebuanos speak English better than most native speakers of English in the US or UK - to almost nonexistent. While you can easily get by on English alone, it might be helpful to know some of the local dialect.
The key point to note is that holders of college degrees are not necessarily well educated nor proficient in English; academic standards at the less expensive schools are fairly low.
