Where to stay in Cebu City? There are literally hundreds and hundreds of places to choose from. You basically have a choice of the following:
A facility is classified here as a [beach] resort as long as it is located by the seashore, even if it is shaped like a boxy hotel. Almost all resorts are on the island of Mactan. Resorts are designed for tourists, and are the most expensive. Tariff rates average at around 3,000 - 5,000 pesos per night.
Most hotels cater to international and local business travelers, and cost a little less. Pension houses, meanwhile, offer basic accommodation for visitors on a tight budget, and are located entirely within the city. An overnight stay at a pension house usually costs between 500 and 1,000 pesos, though some facilities have luxury rooms with higher rates.
The rates for the cheaper rooms at some budget hotels - called "tourist inns" by the Department of Tourism - are competitive compared to pension houses and the dividing line is a bit fuzzy; I've defined the difference between a hotel and a pension house as whether or not the establishment can arrange a pickup from the airport.

The rates given in this site are provided in the same form as received from the establishment back in 2004 so just about all rates are out of date. Some are in pesos, others are in US dollars. In some cases we were provided with "promo" rates - a discounted tariff rate for guests not booking via a travel agency - and used that; otherwise, the published tariff was used. Rates are not inclusive of taxes unless otherwise specified.
