There's this adage that, if you have a competition between teams of different nationalities to weed a tract of land, the Japanese, superbly organized and working efficiently, will clear their assigned patch the fastest. But where the Germans weeded, no grass will ever grow again - or so the story goes. Now, no mention was made of the Filipino team, but you can bet that the Pinoys had the most fun doing it. Welcome to Cebu, party capital of the world's party nation, where there's always something happening. It's hard not to have fun in Cebu, because having fun is an integral part of the local culture.
While not strictly falling into the confines of culture, Cebu is quickly developing a tradition of the biggest and baddest beach parties of the Philippines.
